Donna Leonard
Procurement Director, Western Region PTAC

Donna Leonard is the Western Missouri Procurement Technical Assistance Center (MO PTAC) Director. MO PTAC is a program within the Institute for Entrepreneurship and Innovation, the community outreach arm of the Henry W. Bloch School of Business & Public Administration at the University of Missouri Kansas City.

Donna Leonard has been the Director of the Missouri Procurement Technical Assistance Center located at the University of Missouri – Kansas City, Missouri since 1995. In this position she has assisted Missouri businesses win more than 3,000 government contracts totaling more than $424,000,000. The Department of Defense equates this to have created or retained at least 8,550 jobs.

Donna has achieved the highest level of procurement certification as a Certified Contracting Assistance Specialist offered by the Association of Procurement Technical Assistance Centers (APTAC), the national organization providing training and professional enhancement for members of Procurement Technical Assistance Centers.

Donna is the Professional Review Board Co-Chair of APTAC and also served as Region 7 Director for 6 years.

In 2005, Donna received the University of Missouri Extension Industry Award sponsored by the Associated Industries of Missouri.

Professional memberships include APTAC and National Contract Management Association (NCMA).

Donna’s educational background includes a Master's degree in Public Administration with an emphasis in Nonprofit Management as well as a Bachelor of Arts degree in Communication.
