Joe Frank is Procurement Counselor at the Eastern Region Missouri Procurement Technical Assistance Center (MO PTAC) in St. Louis, Missouri.
Joe has extensive experience in St. Louis local government, having served as Staff Associate for the Greater St. Louis Regional Empowerment Zone, and as Community Information Specialist for the City of St. Louis Community Information Network within St. Louis Development Corporation and later within the City of St. Louis Information Technology Services Agency. He also worked in various capacities with the City of St. Louis Planning & Urban Design Agency, the City of St. Louis Community Development Agency, and the City of St. Louis Department of Parks, Recreation & Forestry.
Joe holds a Level II (Associate Contracting Assistance Specialist) certification from the Association of Procurement Technical Assistance Centers. He is a board member for the St. Louis Metro Area Public Purchasing Association (STLMAPP).
Joe, a lifelong resident of the St. Louis area, resides in the City of St. Louis. He holds a Ph.D. and an M.A. in political science from Washington University in St. Louis. He also holds a B.A. in political science, a B.S. in public policy administration, and a certificate in non-profit organization leadership and management, all from the University of Missouri-St. Louis.
